Odisha Workers Held in Thailand; NHRC Takes Suo Motu Cognizance

The National Human Rights Commission (NHRC), India has taken suo motu cognizance of a news report concerning at least six individuals from Kendrapara district of Odisha. They have allegedly been held captive by their employer for the past six months in an area near Bangkok, Thailand. 

Allegations of Captivity and Abuse Near Bangkok 

According to the report, the incident came to light on 17 February 2026 when the workers recorded a video message describing their situation. In the video, they alleged that they were confined inside a factory, subjected to physical and mental torture, denied salary, and deprived of proper food. They also claimed that their passports had been confiscated by their employer.   

As per the media report dated 19 February 2026, the workers had travelled to Thailand in August 2025 through a labour contractor. They were allegedly promised good jobs with attractive salaries. However, they were made to work 12 hours a day in a plywood factory without receiving wages. 

The workers have appealed to Indian government agencies to facilitate their return to India. 

NHRC Seeks Response from External Affairs Ministry 

Observing that the contents of the news report, if true, raise serious issues of human rights violations, the NHRC sought comments from the Ministry of External Affairs. The Commission has asked the authorities whether assistance could be extended to the families of the victims. The concerned authorities are required to respond within a week.
